Data licensing and content use
Estorbos.com exists so that anyone can consult, cite and link to information on public nuisance properties in Puerto Rico. That is free. Copying the data, reselling it or building a business on it is not: it requires a written license. This page summarizes the rule; the governing text is sections 5 to 9 of the Terms of Service.
Who owns the data
The inventory, the records, the citizen reports, the photographs, the CRIM enrichment, the registry of letters of intent, the articles and the guides are the property of Boriken Civic Technology Corporation or its licensors. All rights reserved. The underlying public records can be requested directly from each municipality or from CRIM; what we protect is our compilation, verification, enrichment and presentation of them. The content of the site is not offered under Creative Commons or any other public license.
What you can do without asking
- Consult the inventory, the records and the guides through the site, for your own decisions. To evaluate a specific property that you or an identified client are considering acquiring, also if you are a professional.
- Link to any public page and share the link.
- Quote brief excerpts with attribution to Estorbos.com and a link to the original page.
- Press, content creators and academia: report on, review, comment on, screenshot or record the site and individual properties in articles, videos, podcasts, streams, posts and classes, even if they earn income, with visible credit and a link. Without reproducing the inventory or a substantial part of it, and without using what is shown to market properties or acquisition services.
- Researchers: analyze the data and publish aggregate findings with citation. Datasets for research are provided under a license, which may be free.
- Search engines: index the public pages and link to them. Artificial-intelligence assistants: answer a question from a public page, with visible attribution and a link, without retaining the content or using it to train models.
- Municipalities: freely use the records of their own inventory and the reports that correspond to them, which are theirs.
Suggested attribution format: “Source: Estorbos.com” with a link to the cited page, for example https://estorbos.com/municipio/san-juan. In video or audio, say “Estorbos.com” and link in the description.
What requires a data license
- Extracting the inventory, the records, the reports or the photos in bulk or systematically, by any means: programs, scripts, extensions, screenshots, printing, manual copying.
- Republishing the data or a substantial part of it on another site, application, shared spreadsheet, channel or document.
- Building or feeding databases, portals, applications, APIs, maps or services with the data, or using the site as a seed to compile the same from other sources.
- Any commercial use: property or contact lists, lead generation, soliciting owners, importing into a CRM or MLS, alert services, investor newsletters, reselling access, data products, consulting based on the data.
- Using the data or the editorial content to train, fine-tune or evaluate artificial-intelligence models or machine-learning systems, for any purpose.
- Offering letter-of-intent filing or acquisition services based on the template or on the site data, except an attorney acting for a specific client.
That a page can be seen without an account, or that a technical measure does not prevent something, is not permission. If your case is not in the list above, assume it needs a license and ask us.
How to request a license
Write to us through the contact form choosing the category “Request a data or commercial-use license”, or to contacto@estorbos.com with the subject “Data license”. Tell us who you are, which data you need, what for, how often and who it would reach.
Licenses are granted in writing and case by case, with the scope, fields, attribution, duration, economic conditions and security and deletion obligations that apply. For research, journalism and public interest they may be free. No conversation, quote or silence is a license until an authorized representative of Boriken signs the agreement.
For automated systems
All automated access to the Platform, by any means and for any purpose, is subject to the Terms of Service. Text and data mining rights are reserved: every response from the site carries the TDM-Reservation header and the policy is at /.well-known/tdmrep.json. The robots.txt directives are a technical measure, not a license: that an agent can reach a page does not mean it may extract, retain, reproduce or use its content to train, fine-tune or evaluate models. Any automated use other than search-engine indexing and the attributed, linked answers described above requires a written license.

If you find a site, service or person reproducing, reselling or commercially exploiting Estorbos.com data, we would be grateful if you told us at contacto@estorbos.com with the address where you saw it. We enforce our rights.
