Property officially declared a public nuisance. Available for acquisition through a letter of intent under Article 4.012. It may also be subject to the summary procedure of Article 4.012A (Law 114-2024), a separate path initiated by the municipality; the priority rule for that path, for people with limited access to the traditional market, applies to properties rehabilitable as residences.
